Cambodia and China Sign MoU to Strengthen Green Skills Development Cooperation

Cambodian Minister of Labour and Vocational Training, Heng Sour, met with Chinese Minister of Human Resources and Social Security, Wang Xiaoping, on the afternoon of September 24, 2026, at the Shanghai National Convention and Exhibition Center in China. The meeting reaffirmed the strong partnership between Cambodia and China in the labor sector and green skills development, aligning with market demands. Minister Heng Sour expressed his great pleasure at being invited to participate and deliver an intervention at the "World Skills Conference 2026." He also conveyed his gratitude to the Chinese government and Minister Wang for their warm hospitality and congratulated China on successfully hosting the magnificent event. He lauded China's continuous support for Cambodia, particularly in skills development, including the provision of the "Chinese Occupational Standard Package" covering 16 key vocational skills. Furthermore, he welcomed the signing of the Memorandum of Understanding (MoU), emphasizing Cambodia's intention to transform this cooperation framework into practical implementation for the mutual benefit of both parties. He also highlighted that this marks another new chapter of closer and deeper cooperation between the two ministries. Minister Heng Sour noted that China places great importance on and focuses significantly on current and future skills development, possessing a long-term vision that other countries, including Cambodia, can learn from to address their deficiencies. Additionally, both ministers signed an MoU on "Cooperation in the Labor and Vocational Training Sector." This signifies a shared commitment to enhance policies and implementation in labor and vocational training, strengthen capabilities, promote green skills development, and support the digital modernization of the Technical and Vocational Education and Training (TVET) system. Both sides will encourage institutions and stakeholders to participate in implementing agreed-upon activities and facilitate regular coordination to ensure the effective execution of this MoU framework.
