However, the overall quality of the human resources currently falls short of development demands. The proportion of laborers with degrees and certifications remains low. Furthermore, the province faces a shortage of leading experts, high-tech engineers, and logistics professionals, while also contending with the outflow of skilled talent to major economic centers. In response to this situation, the Provincial Party Committee's resolution designates people as the subject, driving force, and ultimate goal of development. The strategy aims to transition from an advantage based on the quantity of labor to one based on the quality of human resources. By 2030, the province aims to meet the demand for high-quality human resources in science, technology, innovation, and digital transformation, targeting 20,783 individuals. For the education and training sector, the goal is to attract and train 6,324 individuals with master's degrees and 68 with doctoral degrees. During the 2026-2030 period, the province plans to supply high-quality human resources for the healthcare sector, aiming to attract and train 522 individuals with bachelor's degrees and 1,588 with postgraduate degrees. The consultation heard numerous discussions and contributions from provincial leaders, former leaders, experts, scientists, and representatives from various institutes, universities, and businesses, both within and outside the province. These insights offered a comprehensive picture of the current human resource quality in Vinh Long. The consultation concluded with a strong consensus on the role, significance, and importance of developing high-quality human resources in alignment with Vinh Long Province's future development goals and direction.
