Cambodia to Tighten Traffic Law Enforcement; Fines Payable via Digital Banking

The Cambodian National Police announced that starting September 1, 2026, traffic law enforcement will be tightened. Consequently, citizens who violate traffic laws will be able to pay fines through Canadia Bank's mobile application. This new payment system aims to enhance transparency and convenience in the process of paying traffic violation fines. Lieutenant General Cheav Hak, Deputy Director General of the National Police, spoke to reporters on August 31, 2026, during the signing ceremony of a Memorandum of Understanding (MoU) between the National Police Headquarters and Canadia Bank regarding the use of banking services for paying traffic law violation fines. He stated, "Previously, many citizens found it difficult to know where to pay fines, and some pointed out that certain fines exceeded the amounts stipulated by law. Therefore, today, the Director General of the National Police has instructed us to rectify this issue and implement a new technical system in cooperation with Canadia Bank. This will allow citizens to pay fines via Canadia Bank's app or at bank branches in various provinces and cities." The MoU establishes a cooperative framework for paying traffic law violation fines and is part of reforms aimed at improving the management of law enforcement. The objective is to facilitate convenience for citizens and strengthen the strict enforcement of traffic laws, ultimately working towards the goal of "lawful, violation-free, and safe traffic." Ms. Chieng Sophath, Director of Personal Financial Services at Canadia Bank, remarked that this signing ceremony represents a new joint step in promoting digital transformation and modernizing public service payments with advanced fintech technology, aligning with the government's "Strategic Pentagon - Phase 1."
