Tulfo Flags Need for Probe into Illegal Wastewater Discharge

Senator Raffy Tulfo has called for an immediate investigation into the rampant illegal wastewater discharge and improper septic waste disposal across the country, filing Senate Resolution 541. Tulfo underscored the need to strengthen the enforcement of the Clean Water Act. He noted that recent reports have raised concerns regarding the nationwide management of septage waste, including its proper collection, treatment, transport, and disposal by local government units, water districts, and private operators. According to the senator, Metro Manila alone improperly disposes of approximately 2,000 cubic meters of spent solvents, 22,000 tons of heavy metals, infectious waste, biological sludge, lubricants, intractable waste, and 25 million cubic meters of acidic/alkaline liquid waste annually. He also highlighted that only five percent of the population is connected to sewerage networks and treatment facilities. These issues were brought to light last month when the Laguna Lake Development Authority conducted a probe following reports of fish kills, foul odors, and potential environmental violations linked to unauthorized wastewater discharge associated with a water infrastructure project in Laguna de Bay. In another incident, authorities discovered radioactive materials and contaminated production equipment at a steel plant in Magalang, Pampanga, leading to its immediate shutdown. These incidents underscore the urgent need for stricter regulations and oversight to enhance environmental protection and public health in the Philippines.
