Cambodia Eradicates All Major Cyber Fraud Sites, PM Hun Manet Declares

Prime Minister Hun Manet of Cambodia announced on September 23, 2026, during the opening of the International Conference on Combating Cyber Fraud (ICCOS) in Phnom Penh, that Cambodia has completely eradicated all major cyber fraud sites within the Kingdom. The Prime Minister emphasized that law enforcement agencies remain vigilant and prepared to swiftly suppress and eliminate all emerging threats, even if criminal organizations attempt to fragment into smaller operations or dismantle centralized structures. Highlighting Cambodia's proactive stance, Prime Minister Hun Manet mentioned the elevation of a special committee to combat cyber fraud in February 2025, which he personally leads. He further explained that the implementation of the Law on Combating Cyber Fraud in April 2026 has closed legal loopholes and aims to eradicate criminal networks and prevent their resurgence. To bolster national defense against future cyber threats, Cambodia is accelerating the drafting of several laws, including the Cybersecurity Law, the Law on Information Technology Crimes, and a framework for managing virtual assets. The Prime Minister asserted Cambodia's full responsibility in ensuring border security, law enforcement, and the restoration of national sovereignty, stating that internal measures are rigorous and allow no room for leniency. According to the Prime Minister, these resolute measures, involving all government institutions and social media networks, have led to the complete elimination of cyber fraud networks from Cambodia. This effort is considered a permanent security obligation, not merely a public relations campaign. A report from the Secretariat of the Special Committee for Combating Cyber Fraud indicated that from July 2025 to August 31, 2026, Cambodian authorities raided 832 suspected locations, cracked down on 663 fraud operations, eliminated 86 fraud centers, and arrested over 29,000 suspects of 39 nationalities.
