Vietnam Judiciary's 100-Day Digital Transformation Plan: AI Integration and Enhanced Process Management

Vietnam's Supreme People's Court has formulated and announced a 100-day action plan to resolve bottlenecks in the digital transformation of the judicial sector. The plan aims for a clear transition from information management to the management of electronic records and the entire process, with effectiveness measured by final output, actual usage, and value generated. The core of the plan is the completion of the 'Case Processing Management Platform,' which serves as the fundamental platform for the 'e-Court.' The Supreme People's Court has expressed strong determination for the successful construction of this platform. Furthermore, the plan includes strengthening cooperation between the Government, the Supreme People's Court, and the Supreme People's Procuracy. This is expected to enhance the efficiency and transparency of the entire judicial process. Notably, the Supreme People's Court plans to integrate Artificial Intelligence (AI) to support a comprehensive review of legal normative documents. This is anticipated to contribute to ensuring the consistency of the legal system and to more rapid and accurate legal interpretations. Under Vietnam's one-party system, state-led digital transformation initiatives are crucial for economic growth strategies, and the DX (Digital Transformation) of the judicial sector is positioned as part of this effort. Particularly, amidst complex relations with China, the efficiency and modernization of domestic administrative and judicial systems are essential elements for enhancing national governance capabilities.
