Vietnam's Top Leader Meets Putin, Strengthens Ties with Russia

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam, on the afternoon of September 9 (local time, evening of the same day, Hanoi time), held a joint press conference with Russian President Vladimir Putin at the Kremlin in Moscow, following official talks and witnessing the exchange of cooperation documents between the two countries. This visit by General Secretary and President To Lam to Russia marks a significant step in Vietnam's foreign policy. Vietnam, based on its foreign policy of independence, self-reliance, peace, friendship, and cooperation, aims to maximize its national interests amidst a multipolarizing international landscape. Relations with Russia, in particular, hold strategic importance, not only due to historical ties but also for deepening cooperation in security and economic sectors. While maintaining its one-party system, Vietnam prioritizes economic growth. Therefore, it is essential to maintain balanced relations with major powers. Strengthening cooperation with Russia is also seen as a move to broaden Vietnam's diplomatic options amid ongoing US-China tensions. Economically, cooperation in energy and defense sectors is anticipated. However, the impact of relations with Russia, which is under international sanctions, on Vietnam's economy also warrants attention. Prior to this, General Secretary and President To Lam had commenced his state visit to the Russian Federation on September 9. The Chairman of the National Assembly of Vietnam, Tran Thanh Man, has also begun an official visit to Mongolia.
