Palace Denies Concealment of PHL-US Critical Minerals MOU

The Presidential Palace on Tuesday rejected claims that the Philippines-US critical minerals memorandum of understanding (MoU) was concealed from the public. Palace Press Officer Clarissa A. Castro stated that the agreement does not create legally binding obligations and that information was properly disclosed. According to Ms. Castro, the Department of Environment and Natural Resources (DENR) released information on the signing on February 7, three days after the MoU was signed. She emphasized that the MoU outlines shared goals and intentions and, unlike a memorandum of agreement, does not contain legally binding responsibilities. "If there are details that need clarification, they can go to the DENR and ask for an explanation," Ms. Castro told reporters. Her remarks were in response to concerns raised by Kabataan Party-list, which alleged that provisions in the MoU could allow US entities to obtain mining permits without local regulatory scrutiny. Philippines is focusing on the development of critical minerals for economic growth and energy security, particularly strengthening cooperation with the US. However, concerns persist among domestic environmental groups and some political factions regarding excessive mineral resource development and potential exploitation by foreign entities.
