Cambodia Traffic Accident Case Resolved After Social Media Outcry

In Phnom Penh, Cambodia, a traffic accident case that resulted in a woman fracturing her arm has been resolved after the perpetrator agreed to compensate the victim. The incident had previously sparked controversy on social media, drawing significant public attention to the authorities' actions. The settlement was facilitated on the afternoon of September 7, 2026, at the Phnom Penh Municipal Police Headquarters. Mr. Sros Thavanth (33 years old), the alleged perpetrator who had been summoned by court order, acknowledged his mistake and provided compensation to the young female victim who sustained a fractured left arm. The victim's side accepted the compensation voluntarily and agreed to withdraw their complaint. Earlier, the case had gained widespread attention online after posts circulated alleging that the Phnom Penh traffic police had arrested a suspect without a proper warrant. However, the Phnom Penh Municipal Police clarified that the operation was in execution of an order to appear issued by the Phnom Penh Municipal Court. According to the Information and Rapid Reaction Team of the Phnom Penh Municipal Police, the incident occurred around 5:30 PM on September 6, 2026. Traffic police officers, acting on an order to appear (Order No. 383A.Y.B) from the Phnom Penh Municipal Prosecutor's Office, apprehended Mr. Sros Thavanth, a 33-year-old Cambodian national, in front of a barbershop in the Russey Keo district. He was taken to the Phnom Penh Municipal Police Headquarters for questioning regarding allegations of driving a vehicle that caused a traffic accident, resulting in injury to another person, and then fleeing the scene. During the execution of the order, family members of the suspect reportedly attempted to obstruct the authorities, leading to a disturbance. Subsequently, the Deputy Commissioner in charge of traffic police affairs arrived at the scene. Following assurances from the suspect's lawyer and family, the Deputy Commissioner permitted the suspect to return home, with the approval of the Deputy Prosecutor of the Phnom Penh Municipal Prosecutor's Office. The traffic accident itself took place on the afternoon of August 17, 2026, at the intersection of Street 528 and Street 285 in Boeung Kak I, Tuol Kork district. A teenage girl riding a motorcycle suffered a fractured arm, and the car involved in the collision fled the scene. Following the incident, Lieutenant General Heng Rothna, Deputy Commissioner of the Phnom Penh Municipal Police in charge of traffic, had posted on Facebook, and while mediation efforts were made, an agreement could not be reached. Consequently, the case was forwarded to the Phnom Penh Municipal Court, which issued the order for Mr. Sros Thavanth to appear at the traffic police office before September 22, 2026, for questioning regarding "driving causing injury to others and fleeing the scene."
