Marcos Pushes for Stronger Seafarer Protections Amid Industry Changes

President Ferdinand R. Marcos, Jr. announced on Wednesday the government's commitment to strengthen safeguards for Filipino seafarers, who face evolving technological advancements and security risks in the global maritime industry. Speaking at the Philippine Maritime Convention 2026 in Manila, the President emphasized the need for government programs protecting seafarers’ rights, welfare, and safety to adapt to industry changes. "The maritime sector is in a period of profound change. Their work has become complex, and in some cases, dangerous," Mr. Marcos stated. "Digitalization is changing the skills that the industry requires. The way we prepare and protect our seafarers must evolve with the world that they sail in." The President also highlighted the government's strengthened safeguards for seafarers working in war-risk areas and for emergency repatriation, implemented through the Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA). He further cited the 2026 DMW Sea-Based Rules, updated standard employment contracts for overseas Filipino seafarers, and the establishment of a dedicated seafarers’ welfare center offering welfare, training, healthcare, and legal services. Moreover, the government is implementing reintegration and livelihood programs for returning seafarers. As a leading global supplier of seafarers, the Philippines recognizes the crucial role its mariners play in international shipping. These measures aim to address the changing international working environment for seafarers and ensure their safety and well-being.
