Vietnam Imposes Strict Residence Notification Rules, Fines Up to 12 Million VND for Violations

Vietnam is set to implement stricter regulations concerning residence notification starting September 15, 2023. Under the revised Law on Residence, individuals and entities failing to comply with the notification requirements could face fines of up to 12 million Vietnamese Dong (approximately $500 USD). This move aims to enhance the management of citizen movement and residency across the country. The new rules mandate that residence notifications must be submitted by 11 PM on the day of arrival. For those arriving after 11 PM, the notification deadline is 8 AM the following morning. This obligation extends to individuals as well as responsible parties, such as managers of accommodation facilities and rental properties. The Vietnamese government cites the maintenance of social order, crime prevention, and contributions to national security as the primary reasons for this regulatory tightening. Accurate tracking of each citizen's residential information is expected to facilitate early detection of suspicious activities and enable swift responses during emergencies. This legal amendment can also be seen as part of Vietnam's ongoing efforts in digitalization and administrative efficiency. Strengthening the management of citizen identification and residency data is considered crucial for achieving more efficient and transparent administrative services.
