Cambodia Navigates Balancing Act Between China Relations and Economic Development

Cambodia continues to navigate a delicate balancing act, deepening its economic ties with China while managing concerns over increasing dependence and the necessity of sustained economic growth. In recent years, Cambodia has benefited significantly from large-scale investments and development aid from China, which have greatly contributed to infrastructure development and the growth of special economic zones. Under the "Belt and Road Initiative," in particular, the construction of roads, bridges, and ports has advanced, making China Cambodia's largest trading partner and investor. While this economic linkage has boosted Cambodia's economic growth, it has also markedly increased its reliance on China. However, this relationship poses complex challenges for Cambodia's foreign policy. The relationship with China is always a factor to consider when maintaining relations with Western countries such as the United States and the European Union, and when seeking balanced diplomacy in the region. Especially as geopolitical tensions involving China, such as the South China Sea issue and human rights concerns, escalate, Cambodia is compelled to pursue a strategic foreign policy to best protect its national interests. Economically, while the benefits of Chinese investment are substantial, attention must also be paid to how much this investment contributes to domestic job creation and technology transfer, as well as debt sustainability. The Cambodian government is attempting to diversify its economy and strengthen economic relations with countries other than China to spread risk. Efforts to recover the tourism sector and foster areas such as agriculture and light industry are also underway to strengthen the economic base. Cambodia's ability to build a sustainable future while protecting its national sovereignty and the interests of its people, amidst rapid economic development and expanding geopolitical influence, will continue to be closely watched.
