Cambodia Boosts Labor Safety and Health Efforts with International Brands

Phnom Penh, September 8, 2026 – The Ministry of Labour and Vocational Training, in collaboration with the ILO Better Factories Cambodia (ILO-BFC) project and representatives of international brands, convened a video conference to discuss progress in enhancing occupational safety and health (OSH) for Cambodian workers. The meeting, held at the Ministry's headquarters, updated participants on the draft Law on Occupational Safety and Health (OSH), a pilot OSH monitoring system, Cambodia's preparations for its graduation from Least Developed Country (LDC) status in 2029, and the renewal of the ILO-BFC program's Memorandum of Understanding for 2028-2032. Heng Sour, Minister of Labour and Vocational Training, highly praised the achievements under the ILO-BFC project. He emphasized that the meeting demonstrated a shared commitment to responsible supply chains, decent work, and continued confidence in Cambodia's garment, footwear, and travel goods (GFT) sector, which is a cornerstone of the national economy and export growth. The Minister highlighted Cambodia's firm commitment to providing regulatory certainty, protecting the well-being of its workforce, and strengthening business sustainability amidst global economic uncertainties and the rapidly changing world of work. As Cambodia prepares to graduate from LDC status in 2029, maintaining its industrial competitiveness is crucial, requiring close coordination among the government, employers, workers, international brands, buyers, and development partners. Cambodia aims to build resilient supply chains that ensure quality employment, boost productivity, and offer international brands an ethical, sustainable, and reliable sourcing option. Investment in OSH is central to Cambodia's national strategy. The evolving industry necessitates continuous review and improvement of related legal provisions and other regulations in line with international labor standards. Cambodia is strongly committed to linking trade with labor conditions, adhering to internationally recognized labor standards. Prime Minister Hun Manet has stated that while Cambodia needs economic growth, it must not come at the expense of worker well-being and safety. The voluntary pilot implementation of national OSH monitoring and the prevention of heat-related impacts are urgent priorities as climate change intensifies workplace temperatures. Furthermore, traffic safety for workers commuting to and from work represents a proactive measure to enhance safety during travel. Representatives of international brands expressed strong satisfaction with the progress in Cambodia's labor sector, particularly the nation's commitment to developing a comprehensive OSH law that ensures workplace safety and health and guarantees resilience. Ms. Fritsje Bulthuis expressed deep gratitude to the Minister and his team for the update and the advancements in the labor sector.
