Ombudsman Probes 'Ghost Internet' in PH Gov't Free WiFi Program

MANILA, Philippines — The Office of the Ombudsman said its fact-finding probe on the so-called “ghost internet” in the government free WiFi program will center around the Department of Information and Communications Technology (DICT). The anti-graft body’s investigation is based on suspicions that contracts may have been made for internet services that are not actually being provided to the public. “The Ombudsman’s office is looking into the matter and will focus on the DICT as the primary agency,” the Ombudsman’s office said in a statement. The Ombudsman’s office said it is important to look into the matter to ensure that public funds are being used properly. “We want to ensure that taxpayers’ money is not being wasted,” it said. For its part, the DICT said it welcomes the anti-graft body’s inquiry, noting that it maintains a policy of zero tolerance against corruption. “We are one with the Ombudsman in ensuring transparency and accountability in all government programs,” DICT Secretary Ivan Uy said in a statement. “We will cooperate fully with the investigation and provide all necessary documents and information,” he added. The DICT is implementing the Free Wi-Fi for All Program, which aims to provide free internet access to Filipinos in public places nationwide. The program has been lauded by many for its potential to bridge the digital divide, but it has also faced criticisms over its implementation and alleged irregularities.
