ERC Considers Lowering Retail Electricity Choice Threshold to 50 kW

The Energy Regulatory Commission (ERC) in the Philippines is considering lowering the retail choice threshold to 50 kilowatts (kW) by 2027, a move that would allow more Filipino consumers to pick their own electricity supplier. ERC Chair and CEO Francis Saturnino Juan stated that the commission is currently assessing the traction in the competitive retail electricity market. This proposed reduction from the current 100 kW threshold aims to further expand consumer options, particularly benefiting small and medium-sized enterprises and potentially some households, by enabling them to freely choose their electricity providers. The objective is to offer consumers more competitive rates and services tailored to their specific needs. As part of its power sector liberalization, the Philippines introduced the "Retail Competition and Open Access" (RCOA) program, which allows large consumers exceeding a certain electricity usage threshold to select their power suppliers. The initial threshold was set at 100 kW, but discussions have been ongoing to gradually lower it, considering the market's maturity and consumer interest. The current proposal to reduce it to 50 kW represents a further push for liberalization. This initiative is expected to foster greater competition in the power market, potentially leading to more stable electricity prices and improved service quality. Concurrently, measures to support consumers, such as enhanced information dissemination and simplified contract procedures for comparing electricity suppliers, will be crucial for the success of this policy.
