Cambodia: Ministry of Education and Scholarship Association Sign MoU to Foster Young Talent

The Ministry of Education, Youth and Sport and the Samdech Techo Hun Sen Scholarship Student Association have signed a Memorandum of Understanding (MoU) aimed at fostering young talent. The signing ceremony took place in Phnom Penh on the morning of August 2, 2026. Madam Dr. Petch Chanmony Hun Manet, wife of Prime Minister Hun Manet, presided over the ceremony. At the outset, Madam Dr. Petch Chanmony Hun Manet conveyed greetings from Prime Minister Samdech Techo Hun Sen, Madam Bun Rany Hun Sen, and Prime Minister Hun Manet to all attendees. She also praised His Excellency Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sport, and the ministry's leadership for their efforts in promoting cooperation between the association and the ministry, with the goal of enhancing the capabilities of the younger generation. Madam Dr. Petch Chanmony Hun Manet expressed gratitude to the Ministry of Education, Youth and Sport for providing numerous scholarships to students since 2008 to improve human capital in Cambodia, in line with the first key priority of the Diamond Strategy - Phase 1, under the visionary leadership of Prime Minister Hun Manet. Furthermore, the ministry has assisted and provided scholarships to students who are children and relatives of frontline combat heroes to continue their studies, as well as helped students who have returned to the country to resume their education. This clearly demonstrates that the government leaves no one behind. Madam Dr. Petch Chanmony Hun Manet also expressed the association's core belief: "Poverty and financial hardship must not be factors that determine the destiny of any young person." She added that young people have equal rights to receive education and training to become excellent human resources for the nation in the future. This MoU is seen as a significant step towards expanding educational opportunities in Cambodia and creating an environment where young people can develop their potential regardless of their economic background. In a rapidly developing Cambodia, nurturing high-quality human resources is considered essential for the nation's sustained growth.
