Chinese-funded Industrial Gas Plant Breaks Ground in Kampong Speu, Cambodia

The groundbreaking ceremony for a large-scale industrial gas manufacturing and distribution plant, one of the largest in the region, took place on August 2, 2026, in Phnom Sruoch district, Kampong Speu province, Cambodia. This project, involving an investment of millions of dollars, is expected to bolster Cambodia's industrial infrastructure. The ceremony was presided over by H.E. Dr. Cham Chan Sophornn, Governor of Kampong Speu province, and attended by numerous government officials and foreign investors, primarily from China. H.E. Dr. Cham Chan Sophornn expressed pride in the establishment of the plant by Jindian Air Liquefaction (Cambodia) Co., Ltd., a Chinese investment enterprise. He noted that the company had studied the project since February 2026, and after five months, decided to purchase land and build the factory in Kampong Speu. The facility will utilize advanced technology to produce three main types of industrial gases, catering to domestic industrial demands and supporting Chinese enterprises based in Cambodia. The Governor highlighted this initiative as part of the Cambodian government's policy to attract foreign investment and establish factories and enterprises, thereby creating employment opportunities for citizens, ensuring daily income, and contributing to national development. Mr. Chen ZongHui, Chairman of Jindian Air Liquefaction (Cambodia) Co., Ltd., stated that the total investment for the gas production plant exceeds $10 million USD, making it the first large-scale industrial gas project in the Jincheng International Economic Zone in Kampong Speu province. The investment will cover factory construction, the procurement of advanced technological equipment, and automated control systems. The plant is designed with an annual production capacity of 40,000 tons of liquid oxygen, 14,000 tons of liquid nitrogen, and 1,000 tons of liquid argon. These high-purity gas products, meeting international standards, will be supplied consistently to various industries including steel manufacturing, tire production, electronics, pharmaceuticals, and food processing. This project aims to reduce Cambodia's reliance on imported gases from neighboring countries, lower domestic industrial costs, promote economic cooperation between Cambodia and China, drive the development of Cambodia's national industries, and strengthen the friendship between the two nations.
