ASEAN Adopts Manila Plan of Action, Pushes for Early COC Conclusion

The ASEAN Regional Forum (ARF) has adopted the "Manila Plan of Action" for the period 2026–2036, aiming to strengthen cooperation among ASEAN member states and promote regional stability and prosperity. Vietnamese Minister of Foreign Affairs Le Hoai Trung specifically emphasized the commitment to expedite the conclusion of a substantive Code of Conduct (COC) in the East Sea (South China Sea). Vietnam intends to work with China to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), adopted in 2002. This endeavor aims to formulate a COC that is consistent with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Vietnam has consistently played a leading role in ASEAN's foreign and security policy, particularly concerning the South China Sea issue. While prioritizing economic growth under its one-party system, Vietnam has strongly advocated for the maintenance of order based on international law in response to geopolitical risks, especially China's maritime expansion. The stance on expediting the COC conclusion is seen as part of Vietnam's strategy to maintain its influence within ASEAN and protect its national interests in its relations with China. Furthermore, Vietnam is actively engaged in diverse diplomatic initiatives, including strengthening ASEAN-EU ties, enhancing connectivity and resilience in ASEAN+3 cooperation, and co-chairing the ASEAN–UK Post-Ministerial Conference. These activities demonstrate Vietnam's ambition to establish itself as a hub for multilateral cooperation in the region.
