International Anti-Online Scam Conference Adopts Phnom Penh Declaration to Strengthen Global Cooperation

The International Conference on Combating Online Scams (ICCOS-2026) concluded in Phnom Penh, Cambodia, on September 24, 2026, with the adoption of the "Phnom Penh Declaration." This declaration establishes 11 commitments to strengthen international cooperation in combating online scams and related cross-border criminal activities. According to a press release from the Council of Ministers, these commitments cover the coordination of law enforcement, disrupting illicit financial flows, asset recovery, victim protection, and measures to eliminate major scam locations and related infrastructure. The Phnom Penh Declaration calls for national, regional, and global responses to: (1) strengthen international cooperation, (2) break criminal chains, (3) block and recover proceeds of crime, (4) leverage technological innovation, (5) strengthen policy, legal, and regulatory frameworks, (6) build capacity and resilience, (7) enhance public-private partnerships, (8) support the protection of victims of trafficking and vulnerable individuals, (9) apply the principle of non-punishment for victims, (10) prevent scams and human trafficking, and (11) eliminate major scam locations and related infrastructure. Through this conference, Cambodia reaffirmed its commitment to working with international partners to translate these commitments into sustainable and effective actions for victim protection and to prevent the recurrence of scam networks.
