Kandal Province, Cambodia, organized a law dissemination forum in Takhmao City on the afternoon of July 9, 2026, with the aim of strengthening public understanding and increasing participation in the prevention and suppression of human trafficking, sexual exploitation, and online sexual abuse of children. The event was attended by leaders, technical officials, local authorities, law enforcement forces, teachers, students, and a large number of citizens. Ms. Srorn Sreynang, Deputy Governor of Kandal Province, stated that the forum was organized to disseminate laws, enhance understanding of the risks of human trafficking and all forms of exploitation, promote the safe use of digital technology, and elevate legal and safe migration. She emphasized that this is a shared responsibility of the government, authorities at all levels, relevant institutions, partner organizations, and all citizens to ensure the safety, dignity, rights, and well-being of every person, especially women and children, who are vulnerable groups. In the digital age, the rapid advancement of the internet and social networks has provided extensive opportunities for education, research, communication, and economic development. Concurrently, it has also created new challenges, with perpetrators exploiting modern technology to deceive, lure, and exploit children and youth through social networks and various communication applications. The most concerning crimes are the creation, possession, and distribution of child sexual abuse material (CSAM), as well as online sexual exploitation, which are serious offenses that violate children's rights, destroy their future, and have severe impacts on society as a whole. Therefore, education, law dissemination, and raising awareness among all segments of society are effective preventive measures and crucial foundations for reducing the risks of these offenses. The Deputy Governor urged citizens intending to work outside their locality or abroad to use legal channels, ensure they have adequate documentation, and seek information from competent institutions before deciding to migrate. This is to avoid falling victim to brokers, human trafficking, labor exploitation, and infringement of labor rights, which can lead to dangers, loss of freedom, and other severe consequences. Legal migration not only ensures personal safety but also guarantees that migrant workers receive protection of their rights, fair wages, social benefits, and legal assistance when facing problems abroad, in accordance with the laws of the host country and relevant agreements. Combating human trafficking is not solely the duty of the authorities or any single institution but a collective responsibility of the entire society. Public participation in providing information, reporting suspicious cases, and implementing laws with a sense of responsibility is a key factor in effectively preventing and suppressing these crimes. If citizens encounter or suspect involvement in human trafficking, exploitation of children, forced labor, or illegal brokerage activities, they are urged to report immediately to the nearest local authorities or competent law enforcement agencies for intervention and timely measures to protect the safety and dignity of women and children, and to collectively build a Cambodian society free from human trafficking, exploitation, and all forms of violence.
