Cambodia Issues Over 2,800 Land Titles to Boost Economic Independence and Resolve Disputes

The Cambodian government is intensifying efforts to ensure land tenure security and improve citizens' livelihoods. On July 24, 2026, over 2,854 land ownership titles, commonly known as 'red cards,' were distributed to residents in Ochrol district, Battambang province. The ceremony was presided over by Dr. Panha Khem Bunthon, Deputy Head of the Prime Minister's Cabinet and Deputy Head of the Government Working Group for Battambang Province. The titles issued cover four villages within Obey Choan commune: Prasat, Prao Chas, Snuol Treth, and Tump Dachek. Dr. Panha Khem Bunthon conveyed warm greetings from Prime Minister Hun Manet, underscoring the government's deep commitment to improving the lives of its citizens. Dr. Panha Khem Bunthon highlighted that this land titling initiative is in line with the implementation of the Cambodian government's 'Pentagonal Strategy - Phase 1.' He emphasized the priority placed on land registration and providing 'security of land tenure' to eliminate inefficiencies and reduce land disputes at the local level. He further stated that the ownership certificates, or 'red cards,' received by the citizens today serve not only as legal proof of property ownership but also as valuable 'living capital.' This capital can be utilized for supporting and improving family economic conditions, such as obtaining loans from banks to expand businesses with greater confidence and security. Concurrently, Dr. Panha Khem Bunthon urged local authorities and relevant technical officials to continue their diligent efforts in serving the public. He also appealed to citizens who are slated to receive titles to complete the necessary procedures within the stipulated timeframe. The distribution of land ownership certificates will take place at the Obey Choan commune hall from July 24 to July 30, 2026. After this period, technical officials from the provincial Department of Land Management, Urban Planning, Construction, and Cadastre of Battambang will continue to issue titles at their office during working hours without a time limit. Furthermore, public announcements for land adjudication documents for four additional villages—Banteay Thmey, Thnal Bott, Yeang Dangkom, and Obey Choan—will be posted for 15 days, including weekends, from July 24 to August 7, 2026. Landowners and all concerned parties are encouraged to review these announcements and complete their procedures with technical officials and local authorities promptly. The distribution of land ownership titles by government leaders has brought immense joy and a sense of security to the local population. One resident expressed their happiness and deep gratitude to Prime Minister Hun Manet, Dr. Panha Khem Bunthon, and all relevant authorities for their efforts in resolving land ownership issues and bringing the titles directly to their community.
