Dien Bien Province Proposes New Boarding Schools in Remote Areas

Dien Bien Province, located in northwestern Vietnam bordering Laos, has proposed to the central government the construction of new integrated junior and senior high boarding schools in economically disadvantaged areas. This proposal was revealed in a report (Report No. 7706/BC-UBND, dated September 3) submitted by the provincial People's Committee to the Prime Minister's Office. The report details the implementation of various policies and systems for students eligible for special policies and those from ethnic minority regions. Dien Bien Province considers the expansion of boarding schools a pressing issue to promote educational equity for underprivileged students, particularly those from ethnic minority areas. Currently, the province has allocated over VND 49.5 billion (equivalent to approximately USD 2 million) in supplementary funding for the implementation of policies benefiting these students. This is part of support measures aimed at not only developing educational infrastructure but also creating an environment where students can focus on their studies with peace of mind. Under Vietnam's one-party system, the central government wields significant influence over local socio-economic development plans through budget allocation and policy directives. Mountainous and border regions like Dien Bien Province often face geographical constraints and economic difficulties, making the redressal of educational disparities a crucial policy challenge. This proposal can be seen as an example of a local government appealing to the central government for specific development needs, considering these circumstances. Furthermore, the province is also focusing on activities where border guards assist impoverished households and families in difficult situations. Additionally, training is being conducted to enhance the initial first-aid skills of school health personnel, demonstrating a commitment to improving the overall well-being of the community. These initiatives can be viewed as part of the broader development strategy of the Vietnamese government, which aims for the sustainable development of the entire region, not just the education sector.
