Bangkok City Council Gears Up for New Speaker Election with 37-Seat Majority, Pledging Transparency Reforms

Following the official announcement of the Bangkok City Council election results, public attention has shifted to the certification process and the consolidation of votes to establish the city's legislative body. The 'People's Party', which secured 22 seats to become the largest party, fell short of the majority needed in the 50-seat council, making cross-party alliances essential. In a significant development on July 3rd, the 'Working People Group', comprising 11 seats led by former 'Pheu Thai' aligned council members such as Netipoom Mingrujiralai and Pongkasorn Rattanaruangwatana, announced their decision to join forces. Six urgent agendas are clearly defined for the first six months, including laws for construction site safety, ordinances for repurposing old buildings for public benefit, the establishment of a committee to resolve issues with the 'Gold Card' healthcare scheme, a committee to tackle the waste crisis, and the implementation of an AI system to scan and scrutinize the 2027 fiscal year budget. "What we propose is to prioritize the work agenda. All future resolutions must be automatically disclosed, similar to the national parliament, rather than requiring approval from the Speaker. We will amend regulations to allow live streaming or broadcasting of all ordinary and extraordinary committee meetings, and disclose the attendance records of council members so the public can verify if they are truly working," stated a representative of the alliance. Beyond information disclosure, the 37-seat alliance is preparing to overhaul the Bangkok Metropolitan Administration's budget system. Budget documents will be required in a format that computers can process, to prevent corruption in overpriced procurement. The period for council members to review the budget before it enters the council will be extended to no less than 30 days. Furthermore, an academic and budget office will be established to assist council members in analyzing central prices, and a committee will be formed to investigate long-term contracts exceeding 100 million baht that show signs of monopolistic practices. While individual council member groups may hold differing stances on various issues, this alliance demonstrates a shared intention to advance agendas for the benefit of Bangkok residents. They affirmed their willingness to collaborate with all members of the executive branch to ensure budget transparency and combat corruption, aligning with the policies of the current Governor-elect. The People's Party's next step is to engage in negotiations with the Democrat Party council members to seek additional support.
