Vietnam Enforces New Regulations for Civil and Responsible Online Environment

The Vietnamese government has implemented Decree No. 174/2026/NĐ-CP, which stipulates penalties for administrative violations in the fields of postal services, telecommunications, radio frequencies, electronic transactions, and information technology, effective July 1, 2026. This decree aims to address illegal activities and the spread of misinformation in cyberspace. However, following the decree's implementation, some inaccurate information regarding its content has been circulated online. Specifically, fraudulent activities impersonating the Ministry of Finance's portal, false information concerning study abroad scholarships and financial aid from the Ministry of Education and Training, and fake news related to data leaks in cyberspace have been identified. While Vietnam has experienced rapid economic growth and increasing digitalization in recent years, maintaining the integrity of cyberspace remains a challenge. Under its one-party system, where information control is exercised, these strengthened regulations are believed to be aimed at maintaining domestic stability, ensuring social order, and avoiding friction in information flow with the international community. Especially in relations with China, managing the information space can also be a critical security issue. Authorities are urging the public to be cautious of information from unreliable sources and to verify official announcements from government agencies. This decree can be seen as a measure to enhance the reliability of the information space, which serves as the foundation for the country's digital transition, and to protect citizens' lives and safety.
