Vietnam Communist Party Issues New Code of Conduct for Members

The Communist Party of Vietnam has issued a new code of conduct, Quy định số 207-QĐ/TW, outlining 19 prohibitions for party members. This regulation, adopted by the Central Committee on July 26, 2026, aims to further strengthen party discipline while simultaneously encouraging innovative thinking and actions for the benefit of the entire nation and people. The code defines Communist Party members of Vietnam as revolutionary soldiers, serving as the vanguard of the working class, the laboring people, and the Vietnamese nation. Members are expected to exemplary adhere to the Party's political platform, charter, resolutions, directives, regulations, decisions, rules, conclusions, and guidance, as well as the Constitution and laws of the State, and the regulations of the Vietnamese Fatherland Front and other political-social organizations of which they are members. It is explicitly stated that any violation of this regulation will result in strict, accurate, and timely disciplinary action in accordance with the Party's regulations and State laws. However, the regulation emphasizes that it does not restrict the spirit of innovation and the courage to think and act boldly for the common good and the interests of the nation and ethnicity. This issuance of the code of conduct can be interpreted as an effort to reaffirm and strengthen internal party discipline, crucial for maintaining the Party's leadership while navigating the challenges arising from Vietnam's rapid economic development under its one-party system. Given that corruption and disciplinary breaches among party members have been issues of concern amidst recent economic growth, this new regulation appears to be one of the measures to address such situations.
