Vietnam's Diplomacy Seeks Cooperation Opportunities Through Deeper Relationships

Vietnam is actively pursuing a strategy to transform every relationship into a new opportunity for cooperation, leveraging its diplomatic channels to drive international collaboration in key areas such as science, technology, innovation, and digital transformation. Recent discussions have focused on identifying Vietnam's international cooperation needs, priority partners, and measures to enhance the role of its representative missions abroad. As Party General Secretary and State President To Lam asserted that "diplomacy is now a component of national comprehensive strength," Party diplomacy is demonstrating its strategic importance across three levels: building the political foundation for the broader diplomatic landscape, feeding into policy formulation, and safeguarding ideological footing and strategic autonomy. Party diplomacy has made significant strides in expanding and deepening relations with political parties worldwide, helping to consolidate the political foundations and orient state-level relations. Concurrently, people-to-people diplomacy has seen positive shifts in its thinking, content, and methods, with an expanding network of partners and more active and substantive participation in regional and international people-to-people mechanisms. Minister of Foreign Affairs Bui Thanh Son noted that Vietnam is entering a new era of development where foreign affairs and international integration are crucial and regular tasks contributing to maintaining a peaceful and stable environment, mobilizing external resources, and enhancing the country's international standing. In this context, Vietnam is strengthening ties with countries like Thailand and Malaysia. The 50th anniversary of diplomatic relations with Thailand, for instance, has spurred expectations for further development of the comprehensive strategic partnership. With Malaysia, proposals for investment in the halal industry have been made, emphasizing capacity building, common halal certification standards, and mutual recognition. Domestically, there is a growing recognition that infrastructure development is a decisive factor in enhancing national competitiveness. Large-scale infrastructure projects, such as the proposed Ring Road 5, are expected to contribute to regional economic revitalization, alleviate traffic congestion, and bolster national defense and security.
