Senator Emmanuel Joel J. Villanueva is backing legislation to strengthen anti-money laundering measures by expanding the powers of the Anti-Money Laundering Council (AMLC). The proposed bill aims to enhance the country's legal framework against increasingly sophisticated financial crimes while preserving judicial oversight and constitutional safeguards. In a statement on Sunday, Mr. Villanueva said Senate Bill No. 1983 seeks to boost the country’s legal framework against increasingly sophisticated financial crimes without sacrificing accountability. “When criminals move fast, the law must move faster,” he said in Filipino, adding that broader authority must carry clear limits and transparency. The proposal will expand AMLC powers, broaden the entities covered by the Anti-Money Laundering Act (AMLA) and update predicate offenses to include emerging financial crimes. The senator said any authority allowing the AMLC to suspend transactions or freeze assets without prior court approval should be narrowly defined, time-bound and supported by sufficient factual and legal grounds, with congressional oversight. He added that existing safeguards under the AMLA, related laws and Supreme Court rulings should remain in place to prevent abuse against innocent people, businesses, political opponents and other sectors. Strengthening anti-money laundering measures is crucial for the Philippines to maintain its integration into the global financial system and to prevent terrorism financing and other serious crimes. Enhanced AMLC powers are also seen as vital for improving compliance with international standards and attracting foreign investment.
