Cambodia's Ministry of Defense Holds Meeting on Strengthening Military Discipline Amidst Social Media Misconduct Concerns

The Ministry of Defense of Cambodia convened a working group meeting on June 30th to discuss and promote the implementation of directives aimed at strengthening general regulations for military personnel. The meeting was chaired by the Ministry's Secretary of State, General Chan Sophaktra, who also heads the working group, and was held at the Ministry's headquarters. According to a report presented by the working group, during the first half of 2026, the group, based on Directive No. 003 and related document No. 009 from the Ministry of Defense, has led, pushed, monitored, and corrected the implementation of general regulations for military personnel. This involved close cooperation with various units and institutions, particularly the General Command of the Royal Cambodian Armed Forces. Educational guidance was provided to military personnel regarding general regulations, general discipline, and drill exercises. Emphasis was placed on the correct use of uniforms, insignia, and equipment, in accordance with their rank and hierarchy, as stipulated in Chapter 5, Article 27 of the Sub-Decree on General Discipline for the Royal Cambodian Armed Forces and Prakas No. 44/2017 dated July 13, 2017, on the use of uniforms, insignia, and flags of the Royal Cambodian Armed Forces. General Chan Sophaktra praised the working group for their diligent and responsible efforts in effectively implementing Directive No. 003. He further highlighted recent incidents where some officers and soldiers have been involved in inappropriate conduct on social media, such as posting pictures of troop movements, military equipment, and trenches while in uniform. Concerns were also raised about some military personnel using their positions to intimidate civilians in public places, which undermines the secrecy and dignity of the Royal Cambodian Armed Forces. In his recommendations, the Secretary of State urged the working group to eradicate these negative behaviors and called upon all military personnel to unite in their efforts to defend the nation and expel any invaders from Cambodian territory.
