Vietnam's Ministry of Justice Launches 100-Day Action Plan to Overcome Digital Transformation Bottlenecks

The Ministry of Justice has launched a "100-Day Action Plan" focused on overcoming bottlenecks in digital transformation, developing shared digital platforms, and promoting the application of Artificial Intelligence (AI). This plan was developed based on the directives of the Steering Committee on Science, Technology, Innovation, Digital Transformation, and National Program 06 (Đề án 06). The primary objective of the plan is to bring about significant changes in administrative management and operational methods, ensuring the smooth and secure operation of the Ministry's agencies and units on a data foundation. Furthermore, it aims to transition to an output-based management approach, reduce manual processes, simplify paperwork, and save time and costs for the administration, officials, citizens, and businesses. Establishing unified discipline in data management, infrastructure, and digital platforms is particularly emphasized. The plan calls for overcoming issues such as dispersed investments, data siloing, system duplication, and resource delays. Execution of the plan will adhere to the principle of clarity in "responsible person, assigned task, authority, deadline, and result," with direct responsibility assigned to the heads of each department. Performance will be evaluated based on output, with specific indicators and concrete evidence. For information systems, databases, platforms, and digital services, completion will only be recognized when the product is operational, contains data, is actively used, and begins to demonstrate effectiveness. AI is identified as a crucial support tool to enhance work quality, efficiency, and labor productivity, but it will not replace human responsibility and decision-making authority. The development and application of AI must be secure, purpose-driven, avoid dispersed investment, and ensure cybersecurity and data protection. The 100-day action plan focuses on nine key areas: institutions, digital infrastructure, digital data, digital platforms, online public services, digital economy, human resources, finance and disbursement, and implementation discipline and compliance. The implementation period is from July 10, 2026, to November 30, 2026. The Ministry of Justice aims to synchronize at least 80% of civil status data, legal aid data, and civil judgment enforcement data that are eligible for connection with the National Data Center. It also plans to complete the Ministry's administrative procedure processing information system, synchronize it with the National Public Service Portal, and review and deploy shared digital platforms while promoting AI applications within the Ministry's operations.
