Hanoi's 100-Year Master Plan Unveiled, Aiming for 'Historic Breakthrough' in National Development

Hanoi, Vietnam's capital, announced its 100-year Master Plan and the 2026 Investment Promotion Conference on the morning of June 29, 2026. National Assembly Chairman Tran Thanh Man stated that this master plan is poised to be a 'historic breakthrough,' transforming Hanoi into a green, smart, modern, and sustainable metropolis that contributes to the nation's rapid and sustainable development. Man highlighted Vietnam's comprehensive reforms driven by a strong political determination to translate Party resolutions into reality. He explained that the National Assembly is focusing on improving the legal framework to establish a transparent, stable, business-friendly, and predictable investment environment. Key laws and special mechanisms are being promulgated or amended to remove bottlenecks, unlock resources, strengthen decentralization coupled with oversight, reduce compliance costs, and create the most favorable conditions for production and business activities. Hanoi holds a particularly important position in terms of economy, culture, national defense, security, and foreign affairs. It serves not only as the political and administrative center but also as a hub for culture, education, science and technology, innovation, and international integration. The Capital Law, taking effect on July 1, 2026, will grant Hanoi special mechanisms in administrative decentralization, resource mobilization, infrastructure investment, urban development, science and technology, and investment attraction, presenting a historic opportunity for the capital to successfully implement its master plan. Man stressed that the value of a master plan is realized only through effective implementation. Hanoi should swiftly translate planning orientations into concrete programs and projects, using improvements in people's living standards as a key indicator of governance performance. The city must prioritize strategic projects in infrastructure, transport, digital transformation, innovation, green development, and high-quality human resources, while maximizing the use of special mechanisms and policies and enhancing administrative modernization and service orientation. He called on the Government, central ministries, and relevant authorities to work closely with Hanoi, promptly address institutional bottlenecks, and ensure consistency in execution. He also expressed hope that domestic and foreign businesses and investors would continue to place their confidence in Vietnam and Hanoi, making long-term investments that align corporate interests with national interests and the sustainable development of the capital. The National Assembly pledged to continue providing a solid legal foundation for enterprises to invest, innovate, and develop in Vietnam through improvements to the legal system, ensuring it remains stable, transparent, and business-friendly. Man expressed confidence that with its thousand-year cultural heritage, heroic tradition, aspiration for development, and determination to innovate, Hanoi will further consolidate its role as the country's leading growth engine, generating stronger spillover effects for the Capital Region and the nation.
