The relationship between Japan and Vietnam has progressed at an extraordinary pace since the end of the Cold War, driven by the compatibility of their respective grand strategies. While Japan once sided with China and the United States to isolate Vietnam, then a Soviet ally, it now positions Vietnam as a crucial partner in its 'Free and Open Indo-Pacific' (FOIP) concept. The Japanese Prime Minister's address in Vietnam on the FOIP initiative symbolizes the current state of bilateral ties. Tokyo pledges to increase its political, economic, and defense cooperation with ASEAN states, enabling them to "acquire autonomy and resilience" amidst intensifying geopolitical competition. This reflects the alignment of Vietnam's strategic imperative to counter China's maritime assertiveness with Japan's strategy for regional stability. Economic ties are also significant. As Vietnam increasingly seeks international arbitration for South China Sea disputes and Japan opposes unilateral changes to the status quo in the East and South China Seas, their strategic convergence has strengthened. Japan prioritizes securing sea lanes from the Indian Ocean to the Pacific, while Vietnam focuses on developing its maritime economy and modernizing its navy.
