Cambodia and Laos Mark 70 Years of Diplomatic Ties, Pledge Enhanced Cooperation in Labor, Social Security, and Vocational Training
Cambodian Minister Heng Sour and Lao Ambassador Sonexay Vannaxay met to strengthen bilateral cooperation in labor, social security, and vocational training, marking the 70th anniversary of diplomatic relations. Both nations aim to deepen their comprehensive strategic partnership.
Phnom Penh – Mr. Heng Sour, Minister of Labour and Vocational Training, met with His Excellency Mr. Sonexay Vannaxay, Extraordinary and Plenipotentiary Ambassador of the Lao People’s Democratic Republic to Cambodia, on the afternoon of July 15, 2026, at the Ministry’s headquarters. The meeting aimed to strengthen and expand bilateral cooperation in the fields of labor, social security, and vocational training, while also celebrating the 70th anniversary of diplomatic relations between the two neighboring countries. During the occasion, the Minister warmly welcomed and congratulated Mr. Sonexay Vannaxay on his appointment as the new Lao Ambassador to Cambodia. He highly valued the long-standing friendship and close cooperation between the two countries. Mr. Heng Sour emphasized that Cambodia and Laos have maintained traditional friendship, solidarity, good neighborliness based on trust, and mutual support. He highly commended the progress of bilateral relations, especially after the adoption of the Action Plan for Comprehensive and Long-Term Strategic Partnership 2023-2027. He noted that the 70th anniversary serves as an opportunity to inject new momentum into cooperation between the two countries. The Minister also highlighted the importance of Technical and Vocational Education and Training (TVET) programs in promoting economic growth, productivity, and competitiveness. He encouraged the strengthening of cooperation through the exchange of trainers and experts, and the establishment of partnerships between institutions of both countries, including the signing of Memoranda of Understanding. He expressed strong confidence that the diplomatic tenure of His Excellency the Ambassador will significantly contribute to further strengthening the friendship, solidarity, and cooperation between Cambodia and Laos, for the greater benefit of both nations. He reiterated Cambodia's readiness to cooperate closely with the Lao side to jointly address common challenges and promote sustainable and inclusive development. In response, Mr. Sonexay Vannaxay expressed his pleasure and pride in fulfilling his diplomatic mission in Cambodia, a neighboring country with a long history and rich culture. He thanked the Minister for the constructive and cordial discussion and acknowledged the far-sighted vision of the Cambodian government and the Ministry in actively implementing the "Diamond Strategy" Phase I. He mentioned that commemorative programs would be organized in both Phnom Penh and Vientiane to celebrate the 70th anniversary of diplomatic relations. Noting the annual growth in the number of employees in Cambodia, the Ambassador highly valued the development in all sectors in Cambodia, especially the infrastructure, which serves as a crucial engine for further economic growth.
