Vietnam: Live Stream Incident Sparks Public Order Offense Arrest

Nguyễn Văn Hợi, widely known as Khánh Sky, has been arrested for alleged public order disturbance in connection with a live stream at the workshop of TikToker Vua Quạt. The emergency arrest has prompted widespread public inquiry into how social media activities can lead to criminal charges. This incident highlights the increasingly complex relationship between freedom of expression online and legal regulations aimed at maintaining social order in Vietnam. In the past, online behavior that might have resulted in mere reputational damage or public outcry can now lead to more severe legal consequences, especially with the proliferation and influence of social media. Under its one-party system, Vietnam places a strong emphasis on social stability and order. Consequently, the government has been tightening its oversight of online discourse, particularly targeting content deemed to threaten national security or public order. Laws such as the Cybersecurity Law, enacted in 2018, prohibit the dissemination of "false information" and "incitement" online, with penalties including fines and imprisonment. The case of Khánh Sky also suggests that the real-time and wide-reaching nature of live streaming may have exacerbated the situation. When inappropriate speech or actions during a live broadcast are deemed to disrupt public order by a large, real-time audience, authorities may intervene swiftly due to the significant impact. Such arrests are likely to serve as a strong caution to influencers and general users in Vietnam regarding their online speech and actions.
