Vietnam's Architecture Law Amendments Focus on Heritage and Local Identity

The draft Law amending and supplementing several articles of the Law on Architecture is under deliberation by the National Assembly. A key focus of the proposed amendments is to clarify the concept of "national cultural identity in architecture," linking architectural design to the preservation and promotion of regional heritage. The changes aim to encourage architecture that mirrors local identity and fits the natural, historical, and social conditions of each locality. This approach seeks to promote architectural styles that are unique to their surroundings, rather than uniform developments. Furthermore, the draft law establishes criteria for identifying, assessing, and protecting architecturally valuable buildings as a distinct form of cultural heritage. This is expected to facilitate the preservation of historical structures and the integration of traditional elements into contemporary architecture. In recent years, Vietnam has experienced rapid economic growth and urbanization, raising concerns about the potential loss of traditional landscapes and cultural heritage. The proposed amendments to the Law on Architecture are seen as an effort to address these challenges and promote a balance between sustainable urban development and cultural preservation. Within Vietnam's one-party system, state-led development plans often prioritize economic growth. However, legally strengthening the protection of cultural heritage can also contribute to maintaining national identity and enhancing its value as a tourism resource. This revision can also be interpreted as Vietnam's ambition to more strongly promote its own culture as it deepens its international relations. In particular, in its relationship with China, emphasizing historical and cultural uniqueness could help balance regional influence.
