This was conveyed through a message from To Lam, General Secretary of the Communist Party of Vietnam’s Central Committee and State President. The message was formally read by Duong Thi Nga, Deputy Secretary-General of the Vietnam Peace Committee (VPC), during the official opening session of an international conference.
