Cambodia Directs Local Authorities to Uphold 'People-Centric' Principle and Foster 'Proactive Administration'

Deputy Prime Minister and Minister of State Ly Thuch, who also chairs the Royal Government's working group for the local area, has strongly instructed local authorities to adhere to the 'people-centric' principle and build 'proactive administration.' This directive was given during a meeting to review the work results of the first half of 2026 and set future work directions, attended by numerous leaders, working group members, local authorities, and relevant officials. To enhance work efficiency, Deputy Prime Minister Ly Thuch provided the following key recommendations: Local authorities must strive to transform into proactive administrations by directly engaging with citizens, listening to their requests, and responding to their needs in a timely and highly effective manner. It is also crucial to widely disseminate the government's achievements and local development progress so that citizens are clearly aware of the tangible advancements. Furthermore, in preparation for the 2027 commune-Sangkat council election, the continuation of accurate information dissemination regarding citizens' rights and obligations was emphasized, along with strengthening security and public order to ensure the election process proceeds smoothly, peacefully, and with confidence. Regarding the enhancement of citizens' quality of life and public services, the Deputy Prime Minister stressed the continued focus on improving citizens' living conditions, providing prompt public services, and maintaining social safety, all while upholding the spirit of serving the people with sincerity and responsibility. Deputy Prime Minister Ly Thuch expressed gratitude for the efforts and close cooperation of the working group and authorities at all levels in fulfilling their duties and effectively resolving challenges faced by the citizens. Concurrently, he encouraged further strengthening solidarity and internal unity, and enhancing responsibility in carrying out their work.
