Retail sales and consumer service revenue in July continued their upward trend, with tourism remaining a bright spot, indicating robust domestic consumption. In parallel, oversight of petroleum retail business activities is being strengthened to ensure stable market supply. This measure aims to stabilize the energy supply, which is fundamental to economic activity. New trends are emerging in the domestic retail market. The perception that online shopping is not necessarily cheaper than in-store purchases is spreading, and consumers are increasingly valuing experiential aspects alongside price. Retail spaces are transforming from mere points of purchase into "third places," after home and work. This reflects changes in consumer lifestyles and the evolution of retail service provision accordingly. The Ministry of Industry and Trade has formulated a retail market development plan, with a vision towards 2030 and up to 2050. This plan aims to stimulate domestic consumption and maintain and enhance market dynamism. Under Vietnam's one-party system, state-led economic planning is facilitated, making such long-term market development plans indicative of the retail sector's importance in the government's economic growth strategy. Furthermore, recent rapid economic growth and the expansion of the middle class have increased the potential of the domestic consumption market, and this plan is designed to respond to these changes.
