Phnom Penh Authorities Unveil 12-Point Emergency Plan Amid Flood Risk

Phnom Penh authorities have announced a 12-point emergency response plan due to the increased risk of flooding from heavy rainfall. This measure follows forecasts from the Ministry of Water Resources and Meteorology and the National Committee for Disaster Management indicating potential rising water levels in rivers and lakes. The plan urges residents in flood-prone areas, particularly along the Tonle Chatomok and Prek Not rivers, to remain vigilant, monitor weather and water level information, prepare their property and livestock for evacuation, and maintain strict hygiene. It also calls for enhanced safety in water transportation, prohibiting overloading of boats and advising against travel during nighttime or adverse weather conditions. Furthermore, the plan emphasizes strengthening inter-agency coordination and readiness among relevant bodies, including the police, military, district administrations, Ministry of Health, and Ministry of Public Works and Transport. Specific measures include establishing 24-hour hotlines, preparing rescue teams and equipment (boats, vehicles, sandbags), ensuring safe and sanitary evacuation shelters, and creating systems for collecting disaster victim data and providing support. Particular attention is to be given to vulnerable groups such as pregnant women, the elderly, children, and disabled individuals. This initiative aligns with Prime Minister Hun Manet's directives on disaster prevention and emergency response, issued during a cabinet meeting on August 28, 2026. The authorities aim to protect citizens' lives and property, maintain public health, and ensure social order through the effective implementation of this plan.
