Pax Silica aims to build PH 'resilience,' says Teodoro

MANILA, Philippines — Defense Secretary Gilberto “Gibo” Teodoro Jr. on Wednesday defended the new industrial tech hub soon rising in Luzon through the Pax Silica project, saying its early criticisms should be weighed against the long-term need to strengthen “national resilience.” In a roundtable discussion with Inquirer, Teodoro emphasized that the project is a strategic investment not just for economic gains but also to bolster national security and self-reliance. “We need to strengthen our national resilience,” Teodoro said. The Pax Silica project aims to attract foreign direct investment (FDI) and foster the growth of advanced technology industries within the Philippines. This is expected to diversify supply chains and reduce the nation’s vulnerability to geopolitical uncertainties. The secretary pointed out the project's potential to elevate the Philippines to a more significant position in global value chains. In recent years, the Philippines has faced territorial disputes in the South China Sea and rising geopolitical tensions in the region, making the strengthening of national economic and security resilience an urgent priority. Large-scale infrastructure projects like Pax Silica are seen as part of the strategy to address these challenges. Specifically, it aims to enhance the economic foundation through industrial upgrading, job creation, and technology transfer. A long-term goal is also to reduce reliance on overseas labor. Criticisms of the project stem from concerns about its environmental impact, potential effects on local communities, and transparency issues. However, the government is pushing forward with the project while addressing these concerns.
