Cambodia Allows Property Title Deed Replacements for Errors, Unreadable QR Codes

Phnom Penh's Department of Land Management, Urban Planning and Construction has announced a new measure allowing property owners to request replacements for their title deeds in cases of errors or unreadable QR codes. This initiative aims to enhance the quality and efficiency of public services in line with the ministry's directives. According to Director Sarin Vanna, the key situations where replacements will be permitted include: * Title deeds that do not yet have a QR code. * Title deeds that have a QR code but are unreadable. * Title deeds with incorrect codes due to administrative boundary changes under the new CIS system. * Cases with errors in spelling, birthdates, property types, or other information. In such instances, new title deeds will be issued instead of corrections with red ink, to avoid potential impacts on the property's value and ease of future transactions. Furthermore, the conversion of land occupancy certificates (Bann Phokak) to property ownership certificates (LMAP) will be conducted in accordance with the Civil Code. This process requires a service fee of 600,000 Cambodian Riel (approximately $150 USD) to be paid to the state, as stipulated by the joint decree between the Ministry of Land Management, Urban Planning and Construction, and the Ministry of Economy and Finance regarding supplementary registration procedures. The department assures that it is prepared to receive applications and requests from all citizens and property owners, committing to provide services with respect, transparency, efficiency, and friendliness to ensure accurate management of property ownership and facilitate future usage and transactions.
