Cambodian District Governor Orders Crackdown on Youth Gangs, Online Scams, and Illegal Immigrants

In Stung Treng District, Kampong Thom Province, Governor Sai Kim Lom has issued a firm directive to his subordinate security forces to crack down on juvenile delinquency, online scams, and illegal immigrants. This was announced during the July Administrative and Security Command meeting held at the district administrative building on July 28, 2026. Governor Sai Kim Lom emphasized that to ensure social safety, stability, and sustainable development, authorities at all levels are implementing stringent measures on several key priorities for the direct benefit of the people. He instructed officials to actively and vigorously suppress groups of "troubled youth" causing social insecurity, and to combat all online scamming activities to protect citizens' property and safety. Furthermore, he called for enhanced inspection and strict management of immigrants in accordance with existing laws to prevent illegal entry and maintain national security. In response to the district's geographical characteristics as an agricultural area and in line with the government's strategy, relevant authorities will increase attention to constructing and restoring more new irrigation systems. This will ensure sufficient water for agricultural production throughout all seasons, significantly contributing to the improvement of local residents' livelihoods. Governor Sai Kim Lom also encouraged his colleagues to actively participate in protecting natural resources and continue the campaign to prevent encroachment on forest land and all forms of natural resource violations, to preserve natural assets for future generations. He further urged colleagues, village and commune authorities, and relevant professional departments to provide public services and humanitarian affairs swiftly, transparently, honestly, efficiently, and without partisan bias or political inclination, ensuring that aid reaches genuinely vulnerable and at-risk families based on actual needs and without discrimination. Moreover, the district governor urged the district operational office, Stung Provincial Referral Hospital, all health centers, and all relevant institutions to cooperate in launching an active campaign to prevent and combat dengue fever by conducting education, spraying mosquito insecticide, and administering medication in communities, thereby protecting the health of the people, especially young children. Governor Sai Kim Lom further urged colleagues and village/commune authorities to pay attention to former combatants and retirees who have rendered meritorious service to the nation, ensuring they receive appropriate care and policies. He expressed his hope that all these activities and measures are undertaken with the sole objective of "serving the people with sincerity" to ensure peace, stability, and inclusive development for every citizen.
