Vietnam Accelerates Innovation with AI, Digital Transformation Push

Vietnam is accelerating its growth by placing digital transformation and innovation at the core of its national strategy, evidenced by the early adoption of an AI regulatory framework and the rapid deployment of its 5G network. The Vietnamese startup ecosystem comprises approximately 4,000 startups, 208 investment funds, 84 incubators, and over 20 startup support centers, with an estimated valuation of $75 billion, indicating that the key foundations for long-term growth have been established. Alongside the rapid development of technology startups, the expansion of the digital workforce, and growing demand for innovation from businesses, open innovation collaboration models are becoming an important trend for connecting research, technology, markets, and investment capital flows. The Vietnam AI Innovation Challenge 2026 showcased a new generation of AI solutions with the potential to move beyond the lab and into real-world use. Hosting the APIE Camp marked an important milestone for Vietnam, reflecting regional recognition of the country's capabilities in Internet development and its growing role within the Asia-Pacific Internet community. The program seeks to master, develop, perfect, and commercialize highly competitive strategic technology products, with priority given to core technologies. The partnership between FPT and OpenAI will support businesses in developing AI transformation roadmaps, building AI platforms, strengthening workforce capabilities, and deploying responsible AI solutions tailored to their operational needs. These developments highlight growing confidence in Vietnam as a destination for hyperscale, cloud, and AI infrastructure. Vietnam is identified in a World Bank report as one of the few economies outside the EU to have adopted a comprehensive AI regulatory framework as early as 2025. Vietnam applies a risk-tiered approach similar to the EU AI Act, imposing different obligations depending on whether an AI system poses "unacceptable," "high," "low," or "minimal" risks. This approach is viewed as a strategic step towards ensuring safe and transparent AI governance. Furthermore, Vietnam is a global leader in 5G base transceiver station deployment, with over 40,000 stations providing coverage for about 92% of the population, a remarkable speed compared to many advanced economies that typically take two to three years to extend 5G coverage to more than 80% of their populations. July marked an important milestone in the country's digital transformation journey, with a series of new policies, strategies, and technical standards introduced to support the Law on Digital Transformation and speed up implementation nationwide. Localities such as Da Nang and Hung Yen province are also accelerating development strategies based on science, technology, innovation, and digital transformation, advancing smart city models and attracting high-tech parks. Vietnam's ultimate goal should not simply be to establish a presence in the semiconductor industry, but to gradually master high-value, knowledge-intensive segments of the value chain and become a key link in the global semiconductor supply chain.
