Cambodia and FBI Deepen Cooperation on Cybercrime, Yielding Results in 12 Investigations

Phnom Penh, September 22, 2026 – Through cooperation between the Cambodian National Police and the United States Federal Bureau of Investigation (FBI), concrete results have been achieved in combating cybercrime. Mr. Touch Sokha, Deputy Spokesperson for the Ministry of Interior, highlighted the outcomes of these joint efforts on September 22, 2026, detailing 12 investigations conducted under bilateral and trilateral Memorandums of Understanding (MOUs) signed in 2016 and 2019. According to Mr. Touch Sokha, specialized authorities from the Ministry of Interior, with the National Police as the core, interviewed six suspects linked to cryptocurrency accounts at the request of the American party. The investigation found that these individuals were not involved in cryptocurrency-related offenses. Concurrently, Cambodian authorities investigated the identities of users associated with three IP addresses, reporting to the American side that these IP addresses could not be identified. In relation to cryptocurrency, Cambodian police also investigated two cases of investment fraud involving cryptocurrency. The results indicated that the suspects were not involved in cryptocurrency investments. Mr. Sokha added that Cambodian authorities investigated a case involving a suspicious vehicle used to facilitate technology-based fraud, as requested by a friendly party. The investigation revealed that the vehicle's owner had moved, preventing further investigation. Within the framework of scam offenses, the FBI provided information on a total of 50 locations involved in technology-based fraud across seven provinces: Oddar Meanchey, Banteay Meanchey, Kandal, Svay Rieng, Kampot, Tboung Khmum, and Preah Sihanouk. Following this information, national and sub-national authorities under the Ministry of Interior successfully conducted operations to identify and dismantle all 50 locations. Regarding these scam cases, Mr. Touch Sokha mentioned that the Director of the FBI visited the Kingdom of Cambodia to meet with Prime Minister Hun Manet. The FBI Director highly praised Cambodia's strong commitment to eradicating technology-based fraud. He specifically noted Cambodia's openness within a framework of transparency and accountability with the FBI to demonstrate its resolve and integrity. Mr. Touch Sokha recalled that the results of the cooperation between Cambodia and the FBI were described by the FBI Director to prominent global media as a success for the United States in combating technology-based fraud on Cambodian territory.
