Cao Bang Province Elects New Vice Chairman, Approves Key Policies

Cao Bang Province, Vietnam – The 5th session of the 18th Provincial People's Council in Cao Bang Province convened on July 28, 2023, marking a significant reshuffle in personnel and the adoption of crucial development policies. During the session, Luong Tuan Hung, a member of the Provincial Party Standing Committee and Director of the Department of Construction, was elected as the new Vice Chairman of the Cao Bang Provincial People's Committee. Mr. Hung is expected to leverage his experience in the construction sector to spearhead the province's future development. In line with this, Vu Dinh Quang, a member of the Provincial Party Standing Committee and Secretary of the Party Committee of Thuc Phan Ward, was relieved of his duties as Permanent Vice Chairman of the Provincial People's Committee. Furthermore, four members who had contributed to the province's development – Luu Cong Huu (Director of the Provincial Project Management Board for Investment and Construction, formerly Director of the Department of Finance), Nguyen Ngoc Thu (Rector of Hoang Dinh Giong Political School, formerly Director of the Department of Education and Training), Pham Xuan Tung (Deputy Head of the Provincial Party Committee Office, formerly Director of the Department of Industry and Trade), and Ha Ngoc Tu (Chairman of the Provincial Labor Federation, formerly Chief Inspector of the province) – resigned from their roles as members of the Provincial People's Committee. New members elected to the Provincial People's Committee include Nguyen The Hoan (Director of the Department of Finance), Le Van Giang (Chief Inspector of the province), Le Van Dinh (Director of the Department of Industry and Trade), and Dam Thi Trung Thu (Director of the Department of Education and Training). The council also passed 13 important resolutions, including amendments to development targets for 2026 and the 2026-2030 period. Notably, over VND 2.6 trillion (approximately USD 10.4 million) will be allocated for new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority areas. Decisions were also made regarding the staffing quotas for officials and civil servants within the provincial and district-level People's Councils and People's Committees. Speaking at the session, Phan Thang An, a member of the Central Party Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, congratulated the newly elected officials. He urged them to uphold their political resolve, capabilities, unity, and innovative spirit, daring to think, act, and take responsibility for the common good. Secretary An emphasized the need for decisive and effective leadership and direction from the Provincial People's Committee to advance the province's socio-economic development, national defense, and security. He highlighted the imperative to enhance the efficiency and effectiveness of the local government apparatus and to build momentum for the 2026-2030 development period by achieving the 2026 socio-economic development goals. The resolutions are intended to bolster investment resources and address practical challenges. Following the session, all levels and sectors are tasked with promptly translating these resolutions into concrete plans and assignments, clearly defining responsibilities and timelines. The focus will be on accelerating national target programs, optimizing the management and use of allocated funds, and ensuring that projects are implemented in accordance with objectives, deadlines, and legal regulations, thereby maximizing investment returns.
