Vietnam's Higher Education: Current State and Challenges of Innovation Promotion through Industry-Academia-Government Collaboration

Vietnam's higher education is increasingly expected to function not just as a human resource development institution, but also as a hub for research and development, technology transfer, and innovation. In this context, the promotion of '3 nhà' (industry-academia-government) collaboration is gaining attention. This collaboration holds the potential to bring multifaceted benefits to educational institutions, businesses, and the government. For educational institutions, it leads to the practical application of research results, the discovery of new research themes, and the provision of practical educational opportunities for students. Businesses can access the latest research findings and technological seeds, leading to enhanced competitiveness and the development of new products and services. The government can aim to promote economic growth through innovation, improve industrial competitiveness, and establish technological superiority in the international community. Specifically, initiatives are underway to disseminate marine conservation education to students and the community, apply cutting-edge technologies such as AI (Artificial Intelligence) to education, and elevate major universities in the Southeast region into the top 100 universities in Asia. These efforts are seen as crucial elements for sustaining Vietnam's economic growth and improving its position in international technological competition. However, promoting '3 nhà' collaboration involves numerous challenges that need to be overcome, including strengthening cooperation among stakeholders, establishing appropriate mechanisms for evaluating and distributing research outcomes, and easing regulations that hinder innovation. Under Vietnam's one-party system, government-led policy promotion is important, but harmonization with market principles and addressing the disparities with regional universities and businesses are also required from a long-term perspective.
