Vietnam Accelerates "Heroic Mother" Title for Mother of Three Fallen Soldiers

In Vietnam's central Ha Tinh province, the process to posthumously award the "Heroic Mother of Vietnam" title to Ms. Phan Thi Thuy, who lost three sons in the war, is being expedited. The move follows a report by the Nhan Dan newspaper highlighting the family's long-standing wish. The Ha Tinh Department of Home Affairs and Co Dam commune have dispatched specialized personnel to guide and support the relatives in establishing the necessary documentation. Mr. Nguyen Van Sy, Head of the Department for Persons with Meritorious Services at the Ha Tinh Department of Home Affairs, stated that the dossier for proposing the "Heroic Mother of Vietnam" title for Ms. Phan Thi Thuy falls under the responsibility of the local government. Following the submission of applications and commitments from the families of fallen soldiers, the Chairman of the Commune People's Committee will convene a meeting with representatives from the Party Committee, People's Committee, Vietnam Fatherland Front, military, police, and relevant mass organizations to review the dossiers of each candidate. Subsequently, the Commune People's Committee Chairman will sign a proposal for awarding the "Heroic Mother of Vietnam" title, accompanied by a list of nominees and a complete dossier for each case, to the Provincial People's Committee Chairman. The procedures for conferring this honorary state title are outlined in Decision No. 821/QD-BNV dated August 1, 2025, issued by the Ministry of Home Affairs. Mr. Dang Van Dung, Deputy Director of the Ha Tinh Department of Home Affairs, welcomed the information provided by the press. He stated that once the competent authorities complete the proposal dossier for Ms. Phan Thi Thuy, the Department of Home Affairs will direct its specialized division to expedite the completion of the dossier and procedures according to the established regulations and submit it to the authorized level within its scope of function. Previously, Mr. Nguyen Van Tuan, Chairman of the Co Dam Commune People's Committee, informed Nhan Dan reporters that following the information received, Mr. Phan Van Thu, Secretary of the Co Dam Commune Party Committee, personally paid respects and expressed gratitude to the two fallen soldiers, Vo Tan Tho and Tran Sy Luc, at their ancestral altar in Cam Lam village. The Party Secretary also instructed the Commune People's Committee leadership to urge the specialized department to promptly complete the dossier for proposing the "Heroic Mother of Vietnam" title for Ms. Phan Thi Thuy, the biological mother of the two fallen soldiers. "Currently, specialized personnel are directly guiding the relatives of the two fallen soldiers, Vo Tan Tho and Tran Sy Luc, in completing the dossier according to regulations. This is not only a political task but also a responsibility and an expression of affection from the Party Committee and the government towards families of those who have rendered meritorious services and fallen soldiers who sacrificed for the independence and freedom of the nation," Mr. Nguyen Van Tuan added. In the past, Mr. Tran Trung's family had proposed awarding the "Heroic Mother of Vietnam" title to Ms. Phan Thi Thuy, who had two biological sons and one son-in-law who died as martyrs during the resistance war against America. However, due to various reasons, the family's long-held wish had not yet been fulfilled.
