Quang Ninh Proposes Funding Expressway Connection to Hanoi Ring Road 5 with Provincial Budget

Quang Ninh province in northern Vietnam has proposed to the National Assembly to fund the construction of an approximately 55km expressway connecting to Hanoi's Ring Road 5 (Vành đai 5) using the province's own budget. The proposal was submitted via an official dispatch from Quang Ninh's National Assembly delegation to the Chairman of the National Assembly on August 4. The planned expressway will link the Ha Long Xanh interchange in Tuan Chau ward, Quang Ninh province, to the intersection with Ring Road 5 within Hai Phong city. It is designed with six lanes, a speed limit of 100-120 km/h, and will include 4-lane service roads on both sides, with the service roads expected to be completed within 2026. Quang Ninh province stated that land acquisition for the proposed section is largely complete and that it will proactively allocate funds from the provincial budget to ensure the project's timely completion and maximize the effectiveness of the regional transportation infrastructure. This new expressway is expected not only to complement Vietnam's national transportation network but also to open a new corridor for economic development between Quang Ninh, Hai Phong, and the Hanoi Capital Region. It is anticipated to enhance regional connectivity, improve transport capacity, boost industry, logistics, and tourism, as well as facilitate the utilization of ports, airports, economic zones, and cultural heritage sites, thereby contributing to national defense and security in the northeastern region. Quang Ninh province currently has the largest network of expressways in the country, with approximately 176 km passing through its territory. Meanwhile, the 349km Hanoi Ring Road 5, planned to traverse seven provinces and cities including Hanoi, Ninh Binh, Hung Yen, Hai Phong, Bac Ninh, Thai Nguyen, and Phu Tho, has a total estimated investment of over VND 288.26 trillion (approximately $11.3 billion USD).
