Surabaya Zoo Corruption Leads to Animal Neglect and Deaths; Ex-Director Arrested

An alleged massive corruption case at the Surabaya Zoo (KBS) in Indonesia has not only resulted in the embezzlement of approximately Rp10.2 billion (around $650,000 USD) but has also led to the tragic condition of the animals. The East Java High Prosecutor's Office has arrested Choirul Anwar (CA), the former Director of PD TS KBS (Surabaya Zoo Regional Company), on corruption charges. According to prosecutors, CA's primary modus operandi between 2016 and 2024 involved inflating the budget for animal feed. The actual amount of feed provided to the animals was reduced, while financial reports were falsified to appear as if expenditures were legitimate. As a consequence of these years of fraudulent practices, many animals have suffered severe health deterioration, with some cases reportedly leading to death. The zoo's facilities have also reportedly fallen into disrepair due to a lack of proper maintenance. CA allegedly misused his authority, holding positions as Director, Operational Director, and Finance Director, to divert company funds for inappropriate expenses, fictitious claims, and personal gain. The prosecutor's office estimates the preliminary financial loss to the state at approximately Rp10.2 billion, with around Rp7.4 billion allegedly used for CA's personal benefit. Prosecutors are currently questioning 22 witnesses to fully uncover the extent of the case and are investigating the potential involvement of other parties. CA is currently detained for 20 days. Meanwhile, CA's legal counsel has stated they respect the legal process and intend to file for his release from detention. This incident highlights the severe impact of corruption within public institutions in Indonesia and its repercussions on public services and citizens' lives. For the residents of Surabaya, the zoo has long been a cherished recreational space, and this situation has caused deep disappointment and anger.
