Tinio: Part of PH debt goes to 'pork barrel'; DBM denies

A Philippine congressman alleged that part of the country's growing national debt is being diverted to 'pork barrel' funds. The Department of Budget and Management (DBM) denied this, stating that debt and budget deficits are distinct fiscal concepts and that appropriations are clearly identified.
