Cambodia Urges Enhanced Capacity, Virtue for Female Civil Servants
Cambodia's Deputy Prime Minister Men Sam An called for enhanced capacity, quality, and virtue among female civil servants. Women constitute 43% of the total civil service, with 26% in managerial positions, underscoring the government's commitment to gender equality and women's advancement.
Deputy Prime Minister Men Sam An, also a Senior Advisor to His Majesty the King and President of the Cambodian Women's Association for Peace and Development, has urged female civil servants in national and sub-national ministries and institutions to enhance their capacity, quality, and virtue. This call was made during a ceremony on July 15, 2026, in Phnom Penh, marking the expanded composition of the Cambodian Women's Association for Peace and Development's Public Service Ministry branch. While congratulating Mrs. Chhay Thongdy Hun Many on her appointment as Honorary Vice President of the branch, Deputy Prime Minister Men Sam An issued eight directives to the new leadership. These included widely disseminating the government's stance on intelligently resolving war issues to de-escalate border situations, strictly adhering to the association's statutes, diligently protecting women's interests and addressing their challenges, and strengthening female civil servants' capacity through specialized training, particularly in information technology. She also emphasized expanding the association's membership and mobilizing financial resources, linking branch action plans with the ministry's core tasks, maintaining solidarity and unity among leaders and members, and actively participating in humanitarian and social development activities to elevate women's value and contribute to national peace and development. Minister of Civil Service and Honorary President of the association, Mr. Hun Many, stated that the official announcement of the expanded composition serves not only to fulfill the association's statutes but also to strengthen leadership mechanisms, coordination, and implementation for greater dynamism and effectiveness, ensuring the sustainability of the Cambodian Women's Association for Peace and Development's activities in line with the government's political direction and programs. He added that the leadership of the Ministry of Civil Service always considers and pays attention to female civil servants in promoting gender equality, especially in increasing women's quantity, capacity, and boldness. As of June 30, 2026, the number of female civil servants in national and sub-national administrations across ministries and institutions stood at 101,495 out of a total of 235,295 civil servants, representing 43%.
